It should never be forgotten in considering the history of such a foundation that the ultimate responsibility for its organization and government rests upon the Board of Trustees. If they are enlightened and high-minded men, devoted to the advancement of education, their influence will be felt in every department of instruction. The Johns Hopkins University has been exceptionally favored in this respect.
