Ten different men filled the office during the Territorial period of six years and eight months. There were six Governors and five Acting Governors, James W. Denver serving in both capacities. During the absence of a Governor or when there was a vacancy in the office the duties of the Governor fell upon the Secretary of the Territory and he was called the Acting Governor.
