(1) The whole or part of the receipts of the German Customs shall be taken over from the Receiver–General of the German Customs by the Reparation Commission and applied by it to the obligations in which Germany has defaulted. In this event the Reparation Commissions shall, if it deems necessary, itself assume the administration and collection of the Customs receipts. (2) The Reparation Commission shall be entitled, in addition, to require the German Government to impose such higher tariffs or to take such other measures to increase its resources as it may deem indispensable. (3) If this injunction is without effect, the Commission shall be entitled to declare the German Government in default and to notify this state of affairs to the Governments of the Allied and Associated Powers who shall take such measures as they think justified.
