CHAPTER 14 INDUSTRY In mid-1973 industry continued to expand, though at a significantly lower rate than in the mid-1960s. Industrial expansion was being increasingly restrained by the inadequacy of domestic raw material and skilled labor resources. Limits on an increase in imports of materials and essential machinery were placed by the insufficiency of foreign exchange reserve and by the need to reduce traditional exports of consumer goods in short supply on the domestic market. The Soviet Union continued to be the predominant supplier of raw materials, machinery, and technical and technological assistance.
