exercise a degree of authority or influence which is highly inexpedient. How easily may these and other evils be remedied! But how, and by whom? This brings us back to our starting-point. An inquiry must be instituted into the actual working of the existing machinery. It must be conducted in a sober spirit, and without reference to theories; not in a reckless spirit of destruction, but of improvement. The question is, What remedial measures or improvement can be adopted in the administration of the English Poor-Laws? And if this paper has shown any imperfections, suggested any improvement, or should give the inquiry a useful direction, its object would be gained.
