The Roman Catholic Princes and Electors have collected a great number of soldiers. Foreigners, mostly in the pay of Spain, have been allowed to pass through the Empire into Bohemia contrary to Imperial Constitutions. The Princes and States united with me have armed in self-defence, considering the trouble that might arise after the disbandement of the troops in Bohemia....
