"A plan for the reorganization of the revenue system of the state was placed before the voters in 1908, but failed of adoption. The proposed amendment was the outcome of a movement that began in 1905 with the appointment of a special commission on taxation. This commission employed expert assistance and made a thorough study of the subject of public revenues. Its work was placed before the next meeting of the legislature from which came the proposed amendment.
