Of this increase the whole was to be paid into the Exchequer by weekly instalments of £700, so that a fund might be established for the purpose of carrying on the war; and of the surplus, if any, over and above £147,861, one-third was to be reserved to the disposal of Parliament for the use of the public. These provisions were to hold good for thirty-two years, after which the old rates were to be reverted to.
