5. That the laws relating to prostitution in apartment and tenement
houses be rigidly enforced, and that the present laws be supplemented
if necessary.
6. That a commission be appointed by the Mayor to make a careful
study of the laws relating to and the methods of dealing with the
social evil in the leading cities of this country and of Europe, with
a view to devising the most effective means of minimizing the evil in
this city.
