When Ferdinand de Lesseps contracted to build the Panama Canal, Mr. Phelan became treasurer and manager of the American Contracting and Dredging Co., in which he was associated with the late Eugene Kelly, George Bliss, H. B. Slaven and others. This company contracted for and built fifteen miles of the canal.
