President of the board of aldermen. Born in Lebanon, Conn., in 1852; went to New York City in 1877 and subsequently engaged in the manufacturing business, in which he is still interested. On January 1, 1900, was appointed by Mayor Van Wyck as a commissioner of education for a term of three years; appointed by Mayor McClellan as a commissioner of education, July 12, 1904, to fill the unexpired term of President H. A. Rogers, and while serving in that capacity was, in 1905, elected president of the board of aldermen for the term expiring January 1, 1910. Mr. McGowan is active in a number of benevolent and fraternal societies. He was a supreme representative of the Royal Arcanum and supreme councilor of the Loyal Association. He is a member of the Manhattan Club, of the Friendly Sons of St. Patrick and of the Pensacola Club, of the Fourteenth Assembly District, where he resides.
