=Halifax.= A seaport, and the capital of Nova Scotia; founded in 1749 and named after the Earl of Halifax, then president of the Board of Trade. Kellogg, Canada appointed Sir Alexander Galt, and these two agreed upon M. Delfosse, Belgian minister to Washington, as a third. The commission met at Halifax, and after long and careful deliberation, decided that Canada should be paid $5,500,000, the American commissioner protesting.
