This chapter was written some time before the League of Nations plan adopted at the Peace Conference was issued. It is, in spite of a few points which might require modification, allowed to stand as it was written, since the general course of the argument still appears to be sound, especially as it raises points in relation to which the official scheme will most certainly require great changes. “Come, read the meaning of the deep!
