'The males removed should be persons between 16 and 17 years of age; the females between 13 and 14. Now as a number would be annually removed equal to the whole increase, and as that number would be composed of individuals, of such ages that their removal would affect the future increase of the race in the greatest possible degree, I believe that their numbers would not only not increase, but would diminish. And the number removed might be increased as the proportion of white persons in the State became greater, until the removal reached a point at which all the males who attained the age of sixteen, and all the females who attained the age of fourteen, in any given year, would during that year be removed.'--[Petersburg (Va.)
