French Guiana is known to us principally as a penal settlement. Since the days of the French Revolution, Devil’s Island, off the coast, has been used by the French government as a penal establishment, and in recent years the world has become familiar with its supposed terrors by reading the account of Captain Dreyfus’s sufferings. Nevertheless, French Guiana has all the capabilities of the other Guianas, and could be made richly productive.
