They are powerless to protect themselves. There is no judicial authority to which they can appeal. There is no public opinion to watch their interests. Technically independent under the suzerainty of the Empire, they are practically held in complete subjection. Their rank and honours depend on the pleasure of a British Resident at their Court, and on the secret and irresponsible mandates of a Foreign Office at Simla” (page 34).
