The dispatch of the Secretary of State of November 29, 1881, was not sent to the Senate with the former dispatches, because at that time no advice had been received that its contents had been communicated to the British Government. EXECUTIVE MANSION, _February 1, 1882_. _To the House of Representatives:_ I transmit herewith a communication from the Secretary of the Interior, inclosing a letter from the Commissioner of Pensions, giving, in compliance with the resolution of the House of Representatives passed on the 26th of January, 1882, estimates of the amounts which will be required annually to pay pensions for the next twenty-five years, based on the presumed conditions stated in the resolution. EXECUTIVE MANSION, _February 2, 1882_. _To the Senate and House of Representatives:_ I transmit herewith a letter from the Secretary of the Interior, with accompanying papers, relative to lawlessness which prevails in parts of Arizona, and in connection therewith call attention to that portion of my message of the 6th of December last in which suggestions were made as to legislation which seems to be required to enable the General Government to assist the local authorities of the Territory in restoring and maintaining order.
