EXECUTIVE MANSION, _February 28, 1882_. _To the House of Representatives:_ In reply to the resolution of the House of Representatives of the 24th ultimo, I transmit herewith copies of letters from the Secretary of the Treasury and the chairman of the Civil Service Commission, dated the 3d and 13th instant, respectively, from which it will be seen that the appropriation of $15,000 made at the last session of Congress for the promotion of efficiency in the different branches of the civil service is still unexpended, and that in order to execute the provisions of section 1753 of the Revised Statutes an annual appropriation of $25,000 would be necessary.
