The First Business of all Governments, I mean the Task which all Rulers must begin with, is, to make Men tractable and obedient, which is not to be perform'd unless we can make them believe, that the Instructions and Commands we give them have a plain Tendency to the Good of every Individual, and that we say Nothing to them, but what we know to be true. To do this effectually, Human Nature ought to be humour'd as well as studied: Whoever therefore takes upon him to govern a Multitude, ought to inform himself of those Sentiments that are the natural Result of the Passions and Frailties which every Human Creature is born with.
