DURING the last century of the Judges, there was a growing tendency toward a more settled form of government; and the wise rule of Samuel inspired a still stronger desire for a better organization of the state. The rival tribes of Ephraim and Judah were conciliated by the choice of a king from the weak tribe of Benjamin, equally dependent upon both; and Saul, an obscure farmer of Gibeah, was called to the throne.
