What can be achieved may be judged by what has been accomplished by the thousands who with not even a theoretical knowledge have made it a success. The various governments have provided for the development of a class of farmers who, in the possession of the rich soil of the country, with its abundant humus, its phosphates, and large endowment of other properties will make of it the greatest farming region of the known world.
