[Sidenote: Age.] No person under sixteen years of age is permitted to hold any situation in the Post office, to have access to the letters or papers, or is allowed to have charge of the mail. [Sidenote: Oath or declaration.] On entering the service of the Post office it is necessary to make an oath or declaration in the prescribed form before a Magistrate; and no person can be permitted to perform any official duty until this oath or declaration is signed.
