The Belgian and French soldiers must be delivered as prisoners of war before 4 o'clock in front of the prison. Citizens who do not obey will be condemned to hard labor for life in Germany. "The rigorous inspection of houses will commence at 4 o'clock. Every soldier found will be immediately shot. "2. Arms, powder, and dynamite must be given up at 4 o'clock. Penalty, being shot.
