Last year the matter was referred to the Board for their consideration. The Board carefully considered the resolution of the Ohio group, and the spirit of the Dowell resolution, was approved. The matter was finally left with a committee made up of J. C. McDaniel, Mr. Carl Prell and Mr. Machovina. It is now in order to hear from these men the changes necessary in our by-laws to create the right atmosphere for the formation and operation of our state organizations, because we do want to encourage them. After hearing the proposals, a motion will be in order that they be approved. If approved, a year from now we will vote on the amendments to the by-laws. Mr. McDaniel will give the report of the committee. DR. MACDANIEL: Your committee agreed on the suggested revision of Section IX, which covers chapters and affiliations. If this meets with the approval of the members here, final action must be deferred until the 45th annual meeting.
