There is a novelty about it which pre-eminently distinguishes it from all preceding orations from the throne or the woolsack, for it has a purpose, and evinces much kind consideration on the part of the Sovereign, in rendering this monody on departed Whiggism as grateful as possible to its surviving friends and admirers.
