Such conditions could not last; but meanwhile the Germans overran the country at their pleasure, practically annexed both Finland and the Ukraine, and helped themselves to harvests, warships, or anything else they might desire. Chivalrous little Roumania, with the foe in front and the traitor in the rear, was compelled to make such hard terms as she might--surely one of the most bitter tragedies of history.
