3. When in glass bottles holding more than four ounces, the total quantity sent in one parcel shall not exceed sixteen ounces liquid measure. The bottle must be very strong and must be inclosed in a block or tube of metal, wood, papier mache, or similar material; and there must be provided between the bottle and the block or tube a cushion of cotton, felt or other absorbent. The block or tube must be at least five thirty-seconds of an inch thick in its thinnest part for bottles holding eight ounces or less, and at least three-sixteenths of an inch for bottles holding more than eight ounces. The block or tube must be rendered water-tight by an application on the inside of paraffin or other suitable substances and must be closed by a screw-top cover with sufficient screw threads to require at least one and one-half complete turns before it will come off. The cover must be provided with a washer so that no liquid will escape if the bottle should be broken. 4. When in a metal container, the weight of the parcel must not exceed eleven pounds. The container must be hermetically sealed, inclosed in a strong box and securely wrapped. 5. All packages containing liquid must be marked “FRAGILE.” A. S. BURLESON, Postmaster General.
