: «لَوْ أَنَّ اَلنَّاسَ تَرَكُوا اَلْحَجَّ لَكَانَ عَلَى اَلْوَالِي أَنْ يُجْبِرَهُمْ عَلَى ذَلِكَ وَ عَلَى اَلْمُقَامِ عِنْدَهُ وَ لَوْ تَرَكُوا زِيَارَةَ اَلنَّبِيِّ صَلَّى اَللَّهُ عَلَيْهِ وَ آلِهِ لَكَانَ عَلَى اَلْوَالِي أَنْ يُجْبِرَهُمْ عَلَى ذَلِكَ وَ عَلَى اَلْمُقَامِ عِنْدَهُ فَإِنْ لَمْ يَكُنْ لَهُمْ مَالٌ أَنْفَقَ عَلَيْهِمْ مِنْ بَيْتِ مَالِ اَلْمُسْلِمِينَ ».

حفص ابن البختری، ہشام ابن سلیم، معاویہ ابن عمار، اور دیگر نے ابو عبداللہ علیہ السلام سے روایت کی، جنہوں نے فرمایا: اگر لوگ حج کو ترک کر دیں تو والی پر لازم ہے کہ انہیں حج کرنے اور وہاں قیام کرنے پر مجبور کرے۔ اور اگر وہ نبی صلی اللہ علیہ وآلہ وسلم کی زیارت کو ترک کر دیں تو والی پر لازم ہے کہ انہیں اس پر مجبور کرے اور وہاں قیام کرے۔ اگر ان کے پاس مال نہ ہو تو اسے مسلمانوں کے بیت المال سے ان پر خرچ کرنا چاہیے۔
Translation
Hadith.2861 - Hafs ibn al-Bakhtari, Hisham ibn Salim, Mu'awiyah ibn Ammar, and others narrated from Abu Abdullah (as), who said: "If people were to abandon the Hajj, it would be incumbent upon the leader to compel them to perform it and to remain at the sacred site. And if they were to abandon the visitation of the Prophet (peace be upon him and his family), it would be incumbent upon the leader to compel them to perform it and to remain there. If they did not have sufficient wealth, he should spend on them from the public treasury of the Muslims."
