قَالَ : "إِذَا زَنَى اَلرَّجُلُ فَجُلِدَ فَلَيْسَ يَنْبَغِي لِلْإِمَامِ أَنْ يَنْفِيَهُ مِنَ اَلْأَرْضِ اَلَّتِي جُلِدَ فِيهَا إِلَى غَيْرِهَا وَ إِنَّمَا عَلَى اَلْإِمَامِ أَنْ يُخْرِجَهُ مِنَ اَلْمِصْرِ اَلَّذِي جُلِدَ فِيهِ".

زرعہ نے سماعہ سے روایت کی، جنہوں نے کہا: انہوں نے فرمایا: اگر کوئی مرد زنا کرے اور اسے کوڑے مارے جائیں، تو امام کے لیے مناسب نہیں کہ اسے اس زمین سے نکال دے جہاں اسے کوڑے مارے گئے ہوں اور کہیں اور بھیج دے۔ بلکہ امام پر لازم ہے کہ اسے اس شہر سے نکال دے جہاں اسے کوڑے مارے گئے ہوں۔
Translation
Hadith.4996 - Zur'ah narrated from Sama'ah who said: The Imam (as) said: "If a man commits adultery and is flogged, it is not appropriate for the Imam to exile him from the land where he was flogged to another place. Rather, it is upon the Imam to expel him from the city in which he was flogged."
