In Ireland, "the owners of about one-half the land do not live on or near their estates, while the owners of about one fourth do not live in the country. … Absenteeism is an old evil, and in very early times received attention from the government. … Some of the disadvantages to the community arising from the absence of the more wealthy and intelligent classes are apparent to everyone. Unless the landlord is utterly poverty-stricken or very unenterprising, 'there is a great deal more going on' when he is in the country. … I am convinced that absenteeism is a great disadvantage to the country and the people. … It is too much to attribute to it all the evils that have been set down to its charge. It is, however, an important consideration that the people regard it as a grievance; and think the twenty-five or thirty millions of dollars paid every year to these landlords, who are rarely or never in Ireland, is a tax grievous to be borne." _D.
