Any male clerk in an office in which both clerks and city carriers are employed, is eligible for transfer to the position of city carrier, and any city carrier is eligible for transfer to the position of clerk. Male clerks and city carriers are also eligible for transfer to the position of rural carrier. CHAPTER V. OFFICES IN NEW YORK STATE. Examinations for the first-class offices named below will be held on the first Wednesday or Saturday in November of each year, if the needs of the service so require.
