It signifies, indeed, that all the population throughout the whole extent of the territory participates in this public charge as much in the interests of the regular and permanent operation of the recruiting of the national militia as in that also of the natives who benefit by the lessons of their military profession (a sense of order, discipline, cleanliness, clothes, hygiene, habitation, &c.). The stay in the ranks of the armed force has as its principal advantage their initiation in civilised life, and their preparation for a regular life of work.
