قَالَ إِنَّ الْأَرْضَ لِلَّهِ جَعَلَهَا وَقْفاً عَلَى عِبَادِهِ فَمَنْ عَطَّلَ أَرْضاً ثَلَاثَ سِنِينَ مُتَوَالِيَةً لِغَيْرِ مَا عِلَّةٍ أُخْرِجَتْ مِنْ يَدِهِ وَ دُفِعَتْ إِلَى غَيْرِهِ وَ مَنْ تَرَكَ مُطَالَبَةَ حَقٍّ لَهُ عَشْرَ سِنِينَ فَلَا حَقَّ لَهُ.
Translation
A number of our companions, from Sahl Bin Ziyad, from Al rayyan Bin Al Salt, or a man from Rayyan, from Yunus, (It has been narrated) from Al-Abd Al-Salih<sup>asws</sup> (7<sup>th</sup> Imam<sup>asws</sup>) having said: ‘The earth is Allah<sup>azwj</sup>’s. He<sup>azwj</sup> Dedicated it upon His<sup>azwj</sup> servants. So the one who keeps it inactive for three consecutive years without a valid reason, it would be taken out from his (custody) and handed over to someone else; and the one who neglects seeking a right of his (land) for ten years, so there is no right for him’.
